Most data-lean pages are lean for a permanent reason: the spice reports under a residual HS line, so no partner-level figure can exist. Publishing that honestly is worth more than faking the pages.

The single largest cause of lean pages is ITC-HS 0910 99, the residual “other spices” line. Around 36 of the ~55 scheduled spices report under it and therefore have no separable per-country trade figure anywhere — that is a property of the tariff schedule, not a research gap.
